The Tribunal…. bigger than we expected?

So after some additional careful looking at it…
This image shows many more involved with the Tribunal / Council than most first expected:
What does it all mean? Who knows… but as far as I see it the Council is not just the few we hear from weekly but clearly consists of at least 8 more people that are using remote video links – plus the 5 additional players that sit on the board.
There has always been people on monitors behind those at table in the Tribunal scenes. Since the beginning. They were square monitors, but they were there.
Even had Twinklettis’ image once.
